Hounslow – Lead Local Flood Authority In-House Support

PROJECT BRIEF

Following Metis’ assistance in creating their flood risk asset register in 2014, Metis was commissioned by Hounslow to provide regular Lead Local Flood Authority support in progressing their duties under the Flood and Water Management Act (2010).

OUR APPROACH

  • In-house managed service approach using a regular Metis Graduate / Consultant and Senior on a one-to-two day a week basis
  • Aligned workstream between the Council’s Contingency Planning and Development Management services to better manage planning application reviews
  • Developing annual work programmes to achieve legislative duties, scheme initialization and development, and bidding for capital funding
  • Building up of flood risk knowledge within and across Council departments through the sharing of best practice and collaboration of projects with multiple benefits

PROJECT OUTCOMES

Hounslow have benefited from Metis’ work in several ways:

  • Creation of a three-year business case for a flood risk management programme to enable long-term planning and certainty for strategic benefit
  • Closer internal working to improve understanding of the benefits of sustainable drainage systems, including within Emergency Planning, Roads, Parks, Planning and Regeneration teams
  • Monthly in-depth analysis for senior staff to ensure prioritized and efficient financial spend and receipt of partnership funding
  • Active partner in delivering and shaping flood risk management across London through involvement at the London Drainage Engineer’s Group and quarterly North West London Strategic Flood Group
